Persons interested in getting the mentioned permissions should apply to Tbilisi Urban Planning Service. <!--more--><\/p>\n<p>      Along with the application to the corresponding body and the document confirming the payment of the permission duty, a person wishing to get permission for construction should submit the architectural design and project documentation (three copies), including:<br \/>\n      architecture-plan task; a task for designing; cadastral documentation of the plot; engineering-geological estimation and topographic substantiation; permission from the environmental protection agency; coordinated technical requirements; construction organization project; necessary expert\u2019s report; work documentation;<br \/>\n      Issuance of permission for construction is carried out in three stages:<br \/>\n      Stage I \u2013 establishment of the city building up specifications (30 days);<br \/>\n      Stage II \u2013 co-ordination of the architectural-construction project (20 days);<br \/>\n      Stage III &#8211; issuance of permission for construction (10 days).<br \/>\n      As a rule, an independent administrative case is conducted at each stage. An applicant for permission can ask for beginning of the following stage\u2019s administrative case only after the completion of the administrative case envisaged by the preceding stage and meeting of the request.<br \/>\n      The first stage envisages submission of the application for issuance of the city building-up specifications. An applicant for permission is obliged to submit the application to the corresponding body in 4 copies.<br \/>\n      The mentioned application should contain information on the kind of construction activities the applicant is planning to implement. It should be enclosed with: the plot\u2019s cadastral map and an extract from the Public Register, but if the plot is public property \u2013 the decision of the local government body concerning the unit\u2019s placement; situation plan of the project territory with explication \u2013 1:2000 scale model; topographic substantiation; plan of the project territory \u2013 1:500 scale model; layout of the unit territory\u2019s arrangement; technical specification of constructions and buildings, which includes their purpose, dimensions, capacity \u2013 for production buildings, number of places \u2013 for public buildings, number of flats \u2013 for dwelling buildings.<br \/>\n      At the second stage, besides the mentioned documentation, an applicant for permission should submit: an explanatory card in which compliance of project documentation with the city building-up specifications should be substantiated in details, as well as the design statement, engineering-geological estimation, topographic plan materials, project of buildings and constructions to be erected, organizational management project.<br \/>\n      At the third stage the following is necessary for getting permission for a unit of special importance: carrying out of the obligatory state complex expert examination along with the document confirming the payment of the expert examination\u2019s cost.<br \/>\n      It should be mention here what units are of special importance. In particular, the are as follows: oil-trunk pipelines and gas-main pipelines; facilities for storage of oil, oil products and liquefied gas \u2013 terminals; highways of international and domestic importance, railway with bridges and tunnels located on it; high-voltage electric power stations, underground; water reservoirs with capacity of 100 m3 and more; regional and city head water intake stations and water mains; melioration and irrigation systems; airport buildings, airports, railway stations, ports and marine passenger terminals; administrative buildings of the country\u2019s legislative, executive and judicial powers; nuclear and radiation units.<br \/>\n      However, there are types of constructions, for which permissions are not issued. They are as follows: construction of one-storied dwelling houses with the volume of up to 100 m3 on construction plots, except for construction in the territories of resort, recreational, urban and borough settlements specified by the legislation; placement of household constructions on personal plots; setting up of small architectural forms, open sports and playing grounds and parking lots; placement of temporary constructions that are necessary for arrangement of performances, festivals and fairs; placement of advertisement constructions, the size of which does not exceed 27 m2; implementation of communication networks\u2019 repairs.<br \/>\n      Construction permission is issued for the period necessary for completion of the construction envisaged by the project documentation, but if construction of the buildings is not completed within the fixed period, the customer is obliged to apply to the permission issuing body for prolongation of permission for construction.<br \/>\n      According to the requirements envisaged by the law, within the period of preparation of architectural-planning task a construction company is obliged to place in the outstanding spot of corresponding plot a board with indication of information on the construction and its functional purpose.
