Transition to market economy and structural changes in the economy have considerably changed labor relations and have had a serious effect on the employment of young people.

Effective employment, according to the received profession and adequate remuneration of labor, has become a problem. The necessity for non-effective employment is, on the one hand, stipulated by young people’s striving to satisfy their needs, have an income of their own and hold an adequate position in the society, and, on the other one, by the low income level in the country and the fact that families are unable to provide receiving of education by their children, and, in general, bear expenses related to their upbringing.
Employment of young people requires special assistance and support. Young people are distinguished from other socio-demographical groups of population by good health, high education level, professional training, mobility, increased requirements for work, etc. which determines their behavior on the labor market. Based on the realities that have shaped in Georgia to-day, unemployment of young people having higher education can be considered as serious “social evil”, first of all because human capital invested by the state or family becomes depreciated, a person becomes morally traumatized, and the society loses economic profits it could gain under effective use of intellectual potential.
