Entrepreneurial Mobilisation of community – the basics of quick social and economic development of society (ABSTRACT)

The present project concerns implementation of the Entrepreneurial Mobilisation Programme in Georgia implying settlement of economic and social problems by population itself and based on it, improvement of external aid or investments.

Special attention is attached to the economic analysis of the organisation of traditional agricultural branches of Georgia where conflict of interests between processing industries and farms is presented as a result of economic policy in the country.
This issue is general and actual for all countries of Post-Soviet area where traditions for growing and processing agricultural production exist.
The author of the project sees the possibility of settling the problems in the realisation of the entrepreneurial mobilisation project. He gives us detailed description of their economic mechanism where integration of processing industries with agricultural systems and co-operation of community members has decisive significance. ed making up 20-25%. It is noteworthy that contribution of community members to these projects makes up 75-80% of the total cost, which means that the volume of external financial and material aid is minimisct considers co-operation with programme of “Georgian Community Mobilisation Initiative” to be one of effective means for the successful implementation of community enterpreneurial mobilisation programme. This programme has been implemented in Georgia by the Caucasian Mission of US International Organisation (USAID) and US non-government organisation for three years already. Yet, they avoid implementation of economic projects. Their position is not surprising as implementation of such projects requires deep knowledge of relevant economic branches. Organisations often do not have such knowledge as the specifics of their work is mainly based on the existing experience in social sphere. Yet, local specialists and organisations that are detached from any assistance have such knowledge. Therefore, the above-mentioned international organisations choose to implement rehabilitation projects of social type. Such types of projects, certainly, have great importance for the development of country’s social infrastructure, but it is also clear that great reserves are lost due to the neglect of social development projects connected with the improvement of social and economic state of Georgian population, thinking of citizens, improvement of the authority of community unions and factor of intertrust among its members, perfection of economic process, introduction of civilised forms of control and functioning.
The author of the project provides mechanism of connecting Community Mobilisation Programme with GCMI where Programme of Community Entrepreneurial Mobilisation represents continuation of GCMI without requiring any changes in the specifics of GCMI programme.
It is noteworthy that as the matter concerns improvement of economic efficiency on the basis of changes in the organisational order of branches, implementation of the Programme of Community Entrepreneurial Mobilisation in our country represents economic reform that can contribute to the poverty reduction and fast improvement of socio- economic situation. Therefore, the government estimates implementation of this project as one of the priorities of socio- economic development of Georgia. An initiative group was formed by the author who works on necessary measures for its implementation.
