SOME ASPECTS OF LABOUR MARKET FORMATION IN GEORGIA (ABSTRACT)

The article mentions that the changes in political and economic life of the country have led to sharpening of the employment problem.
Dynamics of the public production decrease rates and number of employed population are analysed. Based on the analyses, it is concluded that despite the high level of unemployment, use of labour force is irrational while its intraproductive reserves have been significantly retained. In the conditions of transition economy, salary is not connected with labour productivity and efficiency. Being one of the reasons of social differentiation sharpening it does not provide for simple reproduction of even unqualified labour or encourage its productivity growth. The article analyses such components of labour force as changes in the natural growth of population and external labour migration. Their role in the formation of Georgian labour force market is shown. Important role is attached to the analysis of staff training and retraining process. It is mentioned that in the conditions of transition to market relations, qualitative deterioration of labour force is observed. To overcome negative phenomena in the emerging labour force market, the state should work out and bring into effect a scientifically based macroeconomic employment policy that would take into account the country’s socio-economic situation, specifics of labour market functioning and would aim at the growth of employment on the basis of new employment concept.
