Regulable land market and private land property (ABSTRACT)

Forms of land use and ownership aimed at the improvement of land relations still remain a major factor of country’s socio-economic development. The land reform failed to provide complex solution to the land property problem.
What is to be done for providing a real landowner? This problem cannot be solved only by giving purchase and sale rights. First of all, land, as a property item, represents a national treasure. Special mechanism of land private property has been developed in all civilized countries and it ensures effective use of land resources. In any country land market is regulable. Therefore, land market formation should not be viewed only as a reform target, but also as a way and condition for providing rational use of land resources, growth of agricultural production and establishment of large commodity economy.
Commodity producer should have not only a small plot of land, but he should also be a real owner with the right to expand lands by renting them. There is 0 rent form of land tenure all over the whole world. Development of land relations from the viewpoint of land plot concentration implies rent relations. However, it is first of all necessary to elaborate state regulation mechanisms of land use and ownership as well as appropriate legal framework that would take into account economic, social, political and national customs and peculiarities of the country and its different regions. Studying the issue in this way will make it possible to find out an acceptable form of land use and ownership.
