On October 13, a presentation of Irakli Kovzanadze’s book “Trends and Perspectives of Economic and Banking Sectors in Transformation Countries” was held in the National Library. The presentation was led by the president of Economist Association – Mikhail Jibuti.
He pointed out that, in spite of the existing crises in the banking sector, the subject-matter and direction of the book is positive, which will give other researchers an opportunity to use it for their new works. In particular, this book will help those people who will want to analyze the banking sector in different countries, including Georgia, consider the current policy and outline the perspectives.
The subject of the above-mentioned book is of current importance. The time, which this monograph deals with, is a most difficult one – it is a post-communist period in Eastern and Central Asia and Georgia. The sphere – the banking system is understood as an integral part of economic structure. The structure of the book, covering all countries, is also remarkable. The data presented by the author covers the period up to the year 2005. It is also praiseworthy that the style of the book is an academic one and the author wields a skilful pen. As to the publishers, it is Russian prestigious specialized publishing house with longstanding traditions.
The President of the National Bank – Roman Gotsiridze pointed out that publishing of this book is a pleasant fact for banking sector’s representatives. It gives interesting information to bankers, researchers and readers interested in the history of Georgian economy’s development and its perspectives. He said that he had read the book and believes that this work is very interesting and significant. The period of the social system’s transformation in eastern Europe and the countries neighboring to us is described in it. Roman Gotsiridze was speaking about the current positive changes in the banking system.
The work on the banking system’s strategy is underway, to which Irakli Kovzanadze’s book will largely contribute, and it is possible that in January-February of the next year it will be presented to the public.
The representative of European Reconstruction and Development bank in Georgia – Nikolai Hazhinski noted that he has not only business but also friendly relations with the author of the book and he is glad at his success. In spite of the fact that he has read only the resume of the book, he drew certain conclusions and said that it is a very interesting and significant book, and that only economists should be interested in it.
The Parliament’s Chairman was also asked to express her opinion concerning the effect of this book on the economic policy. Mrs. Nino Burjanadze noted that Irakli Kovzanadze appeared in the Parliament by her recommendation. It is also good that the Finance and Budget Committee is headed by a professional and competent person. She also said that the author perfectly depicted the situation in the former soviet states, and showed the dynamics of economic development both in banking system and economic sphere. According to Burjanadze’s information, Irakli Kovzanadze is actively working at the initiation of law “On deposit insurance in Georgia”.
Speaking about the author’s personality, the representative of the US Chamber of Commerce – Fadi Asli said that he knows him for several years, and is of high opinion of his professionalism. In his opinion, Mr. Kovzanadze is one of the best experts in the banking sphere. The presentation the author’s previous book took place some days before the Revolution of Roses, at which Fadi Asli said that his remaining in the shadow was a disgrace for Georgia, since he has a big potential which is really necessary for the progress of our country. He is glad that Mr. Kovzanadze is the head of Finance and Budget Committee. In the opinion of the authors teacher – Givi Gamsakhurdia, the theory is contained in the analysis of the fact that has already taken place, and by his work professor Kovzanadze contributes to eradication of the shortcomings. The peculiarities of economic sector in each country are analyzed in the work and the ways of crisis’s overcoming are outlined. It is also noteworthy that the national interests are taken into account.
Professor Nodar Chitanava noted that once again that the work is relevant. Almost the whole methodological approach existing in the economic science is used in the book. The principle of unity of logical and historical principles must be welcomed. The professor convinces us that from the viewpoint of methodology, the author’s principles are highly reliable. A voluminous information base relying on rightly interpreted methodology is presented in it. The author is trying to consider a difficult problem in compliance with the present-day reality.
