Relevant Issues Concerning Georgian Labour Market

With coming of the 21st century the main tendency that existed on the Georgian labor market in the last century can still be observed: there is a sharp imbalance between supply and demand of the labor force.
Today unemployment in the country is recognized as the main cause of poverty; because of low rate of economic development the level of wage and salary income of working people is below the subsistence minimum, which hampers the process of their extended reproduction; a sharp reduction of the share of hired workers in the total number of those employed can be observed; at the same time the scale of self employment is systematically growing mainly in agriculture, commerce and other spheres of service.
A considerable part of economically active population has part-time employment; the scale of secondary employment is rather big; the majority of the people do not work according to their profession; the problem of young people’s employment is a very acute one; training of specialists takes place without taking into account the market requirements, in fact without any validity and forecasting, absolutely chaotically. It is noteworthy that, as a rule, the demand for unskilled workers considerably exceeds the demand for skilled ones. Because of lack of effective system of professional training and retraining the country’s labor market is in deficit of workforce resources having appropriate qualification. Based on the above-stated, there is an urgent necessity for the state to carry a radical reform in the sphere of personnel training and retraining.
