Some peculiarities of “mercantile” relations (ABSTRACT)

Tis work contains materials on informal relations and conclusions on the problems that have existed since the time of ancient civilizations.
It analyzes reasons of informal relations in Georgia. The main attention is attached to personal motivation that, mainly, serves to determine the nature of human behaviour.
From this point of view, the principal role belongs to the conditions in the state that determine the peculiarities of each individual’s behaviour. Therefore, we come to the conclusion that the more stimulus for deriving legal income is in Georgia the less will be the share of hide economy and the danger of corruption expansion.
The work also gives a short description of the peculiarities of informal relations in the former USSR that influenced the development of hide economy and corruption in Georgia.
The principal task is to determine the type of man who functions in the country nowadays. The new type is conditionally (abstractly) called – “HOMO ADAPTUS” As a result of research a conclusion is made that from the viewpoint of human development, the transition period in Georgia is completed and the Post-transformational period began.
The main objective of the article is drawing parallels with “mercantile” relations. The conclusion is that a major part of decisions in the country results from “mercantile” transactions. Naturally enough, the policy in the country is conducted in the same direction.
Therefore, it is necessary to take decisive steps for the real implementation of economic, political and legal reforms in the country.
